The European Union has issued the most comprehensive directive on the environmental protection requirements over the years, the EuP Directive, the first batch of implementation rules. This will affect the export of lamps and lanterns worth $1.5 million in Yantai. The inspection and quarantine department pointed out that if the Yantai enterprises could not meet the EU energy consumption standards before 2010, the above products would all be rejected by the EU.
The EuP Directive, the “Energy Product Ecodesign Framework Directiveâ€, is based on the concept of ecological design. The directive requires that the product be designed at the beginning of the project to solve environmental problems from design, raw material selection, manufacturing, packaging and transportation, installation and maintenance to disposal. According to the requirements of the Regulations, after 2010, only five types of office equipment, refrigerators, air conditioners, electromechanical, audio and video products equivalent to China's energy efficiency level I can be exported to the EU.
Experts from the Yantai Inspection and Quarantine Department pointed out that among the above five types of products exported to the EU in China, only about 20% of the products of the energy efficiency level I, and the Yantai area involves such products as fluorescent lamps and electronic ballasts in lighting products. The products exported directly to the EU countries are 33,000 US dollars, but the quantity is small, but 30% of the electronic ballasts exported to Korea by means of processing trade are re-exported to EU countries through their terminal products, directly affecting the value of nearly 1.5 million. The dollar has an obvious impact. According to statistics, in 2008 Yantai exported a total of 316 batches of lighting products with a value of US$11.94 million.
The first batch of implementation details also include higher requirements for the performance of five types of export products, such as street lighting products, office lighting products, standby and shutdown power consumption, external power products, and simple set-top boxes. This is followed by RoHS (Electrical). The third green barrier in the European Union after the restrictions on the use of certain hazardous substances in electronic equipment) and the WEEE (Waste Electrical and Electronic Equipment Directive).
The implementation of the rules will be divided into three phases: one year, three years, and eight years. The three implementation phases will respectively provide indicators, and these requirements will be gradually improved to give manufacturers a transition period.
The inspection and quarantine department reminds all relevant enterprises to keep abreast of the latest developments of the EuP Directive, and to learn from and learn from the advanced technology and experience at home and abroad to continuously improve product performance. At the same time, we must have a long-term vision. In view of the environmental requirements of the EuP Directive for all stages of the product, we must respond to the technical, design, and raw materials, and make full use of the detailed implementation steps and exemptions. Take the time to improve the entire production chain, choose energy-saving materials, optimize the entire production process, prepare for recycling, break through the limits of the EuP directive, and obtain long-term opportunities to export to the EU market.
