Recently, according to a reporter, the 7th Cross-Strait Information Industry Technical Standards Forum was opened in Fuzhou, Fujian Province. Vice Minister of Ministry of Industry and Information Technology Miao Guohua said in the keynote speech that during the “12th Five-Year Plan” period, the Ministry of Industry and Information Technology will issue policies to further support the development of key industries such as integrated circuits, software, and new display devices, thereby accelerating the development of the information industry.

Rui Guohua, Vice Minister of the Ministry of Industry and Information Technology, analyzed the trends in information technology and industry development and the situation and tasks facing the mainland in his keynote speech. He proposed that during the "12th Five-Year Plan" strategic opportunity, the Ministry of Industry and Information Technology will accelerate the development of the information industry from five aspects.

The first is to strengthen the guidance of planning policies and promote the optimization and upgrading of industrial structure. To maintain the stability of industrial policies, we will introduce policies to further support the development of key industries such as integrated circuits, software, and new display devices. To support the whole machine and new flat panel display device companies to enjoy the preferential tax policies of high-tech enterprises. We will give play to the traction and leading role of major national science and technology projects, strengthen policy support, make full use of limited resources, and translate this into real productivity. Encourage and support the merger and reorganization of advantageous companies, integrate resources, and become bigger and stronger.

The second is to continue to implement the policy of expanding domestic demand and continue to explore the potential of market development. Continue to implement home appliances to the countryside and home appliances to replace new ones, improve varieties, improve quality, and meet consumer demand. Promote the use of domestic demand to support industrial growth, speed up the construction of 3G, and play a leading role in the upgrading of information infrastructure and construction of major projects. We will expand software networking services, nurture new forms of business such as e-commerce, support the development of emerging industries such as online animation and cultivate new consumer characteristics.

The third is to implement a broadband strategy to promote innovation in the communications industry. Accelerate the development of next-generation mobile communications and next-generation Internet. In particular, support TD to accelerate the evolution towards LTE and transition to 4G. Promote the R&D and industrialization of the Internet of Things. Steady progress was made in the piloting of the "Triple Network Integration" and the establishment of a national standard system for "triple play". We will increase the development of new technologies and new services. We will focus on information and communication technology integration services and fixed-mobile convergence services to accelerate the transformation of traditional communication services into converged, multimedia, and integrated information services.

The fourth is to promote industrialization through informatization and promote the deep integration of the two. Efforts will be made to develop core basic industries such as integrated circuits and key components. Give full play to the role of information technology in advancing enterprise management reforms, reduce production and management costs, and build new production models that are flexible, networked, intelligent, and service-oriented. Completely transform and upgrade traditional industries with information, and accelerate the application of information technology in R&D and design, intelligent manufacturing, and modern management. Increase the application of the information technology industry in green production, and promote economic development to get rid of dependence on resources and reduce environmental constraints.

Fifth, expand opening to the outside world and achieve win-win cooperation. We will continue to vigorously support the transfer of electronic information manufacturing and service industries including Taiwanese capital to the mainland, and encourage all types of companies to establish R&D centers in the mainland. Support high-value-added products to expand export and corporate overseas mergers and acquisitions, achieve transformation and upgrading of processing trade, and enhance international competitiveness. Efforts to seize the opportunity to undertake international service outsourcing bring new opportunities. Efforts will be made to promote the construction of service outsourcing public service platforms, taking software outsourcing services as an entry point, and innovating and developing the information service industry.

Lou Guohua also proposed the following three initiatives to strengthen cooperation and exchanges and jointly create a new situation for cross-strait cooperation: First, strengthen policy support and create a good environment for cooperation. Second, deepen communication and actively expand cooperation areas. Further establish a communication mechanism that is more in line with cross-strait industrial needs and form a good situation in which exchanges promote cooperation and promote cooperation. Third, focus on hot research and strive to achieve major breakthroughs. By taking advantage of the domestic market in mainland China and the advantages of Taiwan’s global production and sales network, we will promote complementary advantages, accelerate the integration of industrial chains, and achieve coordinated development.
