Tendering conditions According to the “PRC Tendering and Bidding Law†and relevant laws and regulations, follow the principles of openness, fairness, impartiality, and good faith. The entrustment of International Yuncheng Power Generation Co., Ltd. (hereinafter referred to as the “Tendereeâ€) was conducted in the domestic open tender for the repair of the turbine hydraulic cylinder regulator (No.: 60HJ201610B051). The capital of this project comes from the self-raised by the bidder and has the conditions for tendering. Special bidders who meet the qualification requirements are invited to participate.
Second, the project profile and scope:
This tender is applicable to the repair of fan hydraulic cylinder adjusting device of Shanxi Datang International Yuncheng Power Generation Co., Ltd. Shanxi Datang International Yuncheng Power Generation Co., Ltd. is located in the Fenglingdu Economic Development Zone of Yuncheng City, Shanxi Province, and is located at the junction of Shanxi, Henan, and Shaanxi provinces. There are two (2×600MW) generating units, all of which are commercial operations.
Third, bidder qualification requirements:
The bidder shall have the ability to successfully perform the contract, and at the same time satisfy all the qualification conditions (including but not limited to) in this clause:
1. The bidder must have the independent legal person status of the People's Republic of China. It is not in a situation of being ordered to suspend business, property being taken over, frozen or bankrupted, and has the ability to independently sign contracts.
2. Requires legal documents such as "Corporate Legal Person Business License", "Tax Registration Certificate", "Opening Account License", and "Organization Code Certificate" (a copy of the above-mentioned documents affixed with official seals, legal representative's power of attorney) And legal representative qualification certificate).
3. Requirements must have the relevant qualifications for the production or repair of hydraulic cylinders;
4. The bidder must have the same type of hydraulic cylinder repair performance for 3 years;
5. The financial status is good and the audit report has a good conclusion. With good bank credit and business reputation, it is not in the status of being ordered to suspend business, assets being taken over, frozen or bankruptcy.
6. The person in charge of the unit is the same person or a different unit that has a controlling, shareholding, or management relationship and may not participate in bidding at the same time.
8. The Commonwealth does not accept bids in this tender.
9. The affiliated companies that have an investment shareholding relationship, or parent companies that have direct management and managed relationships, or two or more legal persons whose legal representative is the same person, may not participate in the bidding at the same time.
10. In order to qualify for the award of the contract, the bidder shall provide the qualification documents that satisfy the bidder's unit to prove that they are eligible and have the ability to perform the contract. The bid documents submitted for this purpose should include the following information:
A. Proof of the original documents and copies (including business license, qualification level, safety construction certificate issued by labor department, ISO9000 certificate)
B. The bidder's similar experience with the contract project completed in the past five years and its performance and current contract status, as well as records of quality visits in the past three years.
C. The financial status of the bidders and the certificates of corporate credit, including the major financial statements audited in the past three years.
D. The bidder’s current and almost 2 years of information concerning public prosecution or statement of absence of any public prosecution.
The open tendering will be conducted after the qualification.
Fourth, the tender documents to obtain:
1. Time of purchase of the bidding documents: From November 15th, 2016 to November 21st, 2016, 9:00am-11:30am and 14:00pm-16:00pm (except holidays).
2. Each set of bidding documents is priced at 451 yuan and will not be refunded after sale.
