The State Council takes the lead in formulating the Law on the Protection of Oil and Gas Pipelines

Recently, Wu Guihui, deputy director of the Energy Bureau of the National Development and Reform Commission, revealed at the 2005 China Natural Gas International Summit that China is accelerating the formulation of relevant energy legislation. At the same time as formulating the basic law, the Energy Law, the legislative preparations for the Oil and Gas Law have been launched. The general framework has also been initially determined. Wu Guihui also revealed that the "Petroleum and Natural Gas Pipeline Protection Law" is also being led by the Legislative Affairs Office of the State Council.
Wu Guihui said that China is currently studying and formulating medium- and long-term development plans and industrial policies for natural gas, and will guide the healthy development of natural gas by clarifying development goals and improving natural gas prices and taxation mechanisms. In addition to the Guangdong and Fujian LNG projects under construction, China will also build necessary LNG projects in economically developed areas along the eastern coast in accordance with domestic demand and the international LNG market, and introduce foreign natural gas resources in an orderly and appropriate manner to compensate Insufficient domestic supply. Wu Guihui also revealed that China will accelerate the development of coalbed methane. At present, a coalbed methane development leading group has been set up, with an annual expenditure of 3 billion yuan for development work.
